A High use of Cannabis is preceding to its legalisation in Canada

Cannabis legalization has become a subject of national discussions. Moreover, increased access to medical marijuana could encourage more high school students to use the drug years before it is legalized in Canada.

A recent study highlights the increasing use of cannabis among high school students. It uses the data from more than 230,000 questionnaires by Canadian high school students. The students had been studying in grades 9 to 12. The study reports that almost 10 percent of the targeted audience has used the drug at least once per week in 2017-18. Furthermore, 18 percent of the students were reported to have used it at least once in the last year.

2014-2015 were the years marked with the lowest use, both weekly and occasional. Around 9 percent and 15 percent were the reported figures respectively. Ever since then the drug use has been rising steadily.

The post-doctoral fellows at Public Health Agency of Canada comment that the real problem was developing while legalization was being discussed. However, concrete steps, to change the law, were taken well before.

The authorities have seen a shift in public perception starting around 2014. This might be because of the widespread medicinal use of the drug and global talk of its legalization. Before that, youth cannabis use was declining and now these changing societal standards may have contributed to the rising youth use of the respective drug.

 Cannabis among Canadian adult has increased drastically

The respective study was based upon the data from the COMPASS Study. As mentioned above, it is a yearly survey of high school students in grades 9 to 12 in Ontario and Alberta. Females and native youth were the demographic groups that saw the biggest increases since 2014-15. The females were reported with a weekly increase from 7 to 8 percent. Plus their occasional drug use went from 17 to 19 percent during this time period. The reported weekly use among the indigenous youth went from 23 to 25 percent, and occasional use from 18 to 21 percent.

When we talk about drug use, we often think of male youth. However, the study shows that female students are driving more increases. Historically, drug use among females has been more stigmatized, thus normalization may be having a bigger effect. The evaluators have also observed that the indigenous youth start young and have by far the highest rates of current use. These factors will have long-term health inferences and need to be tackled.

In 2017-18, the highest and lowest rates of lifetime and past-year cannabis use were as follow,

  1. Highest among male (33 and 29 percent) and Indigenous students (55 and 46 percent)
  2. Lowest among Asian students (17 and 14 percent)

In addition, the female students stood at 31 percent for lifetime use and 26 percent in the past year.

The authorities believe that the ability to follow multiple risk factors among youth over time and maintain ongoing data systems like COMPASS can offer helpful and valuable information to policymakers. It may help to necessarily verify and offer evidence to learn from new policy implementation.
