Texas to Expand Marijuana Law

Published

on

Many patients suffering from severe autism are now referring to medical marijuana in Texas. As pharmaceutical drugs have failed to provide for a better cure, medical marijuana alleviates the symptoms of other disorders like cerebral palsy as well. With all these conditions, it is becoming a dire need to legalize marijuana on a bigger scale to promise an effective way of treatment.

There Is A Limited Access To Legal Marijuana In The State

House committee in Texas opened a window for legalizing medical marijuana to a larger scale last week.  According to House Bill 1365, there will be an expansion of the already existing laws. The above rules allowed physicians to recommend marijuana in deficient quantities to treat patients with different diseases and conditions. State Representative Eddie Lucio, D-Brownsville presented with the bill. It is a dual party passage with a vote count of 121-23, It is acknowledgeable in the legislation as Texas out of all other states has moved at a relatively much slower pace towards broadening of the law.

However, there is still a long way to go as the bill has to go through a strict house Senate in 2017 at a court hearing on the matter of legalizing medical cannabis. The representative Lucio declared that he had lupus disease a few years ago. His witness Natasha Harper-Madison also had the same disease. Lucio reported that he was a living example of the people who were suffering from painful symptoms of the disease. There is a considerable need for research about the effects of medical marijuana in alleviating the symptoms. According to him, it was the most comprehensive and practical bill for the advocates.

Dozens of families with members suffering from chronic and painful symptoms have a lot of crowded committee hearings. They had been agreeing that marijuana has proved to be way more effective than the pharmaceutical drugs in reducing the symptoms. Not only that, the pharmaceutical drugs tended to produce side effects that significantly hurdled in the recovery process. As the laws are not regulated in favor of the substance, many families have to go undercover and use marijuana as medical refugees.

Compassionate Use Act and Existing Medical Marijuana Law

Legislative bodies voted on the Compassionate Use Act in 2015. Fort Worth Republican Representative Stephanie Klick designed the plan according to which there was an allowance for using marijuana with patients who have epilepsy in small dosage. However, this law was not comprehensive and did not have room for other problems other than epilepsy. Heather Fazio declared that it ruled out quite a significant number of citizens of Texas from the HB 1365. Around half of the doctors are an integral part of the program as mentioned earlier. Also, there were three dispensaries launched under the act according to last year statistics.

Criminal Justice Reform And Medical Marijuana Bill

Bodies signed on a new bill in last week’s meeting. It will allow a little extension of the Compassionate Use Act 2015 law. Overall, officials filed around twenty bills of medical marijuana in the last session. Out of the twenty, officials considered around seven bills in a subcommittee that also included HB 1365. However, the representatives in the Senate did not take the related measures. Lieutenant Governor Dan Patrick announced a bill to reduce penalties for marijuana possession previously. Meanwhile, the rule highlights the reform that relates to criminal justice, officials and spokespersons declared that they could be a catalyst in further expanding the laws of medical marijuana.

National Conference of State Legislatures states that around 12 states allow limited use of the substance in America. Texas is one of them. This bill calls for an expansion in the strict existing regulations.

cultivate cannabis

Farmers in the state of Mississippi are learning for hemp cultivation in their fields. They have realized the potential in the market and so are working for it.

At the beginning of 2019, the legislative bodies did not allow the legalization of hemp for cultivation. This was even after the approval of the federal government. The bodies extracted a group of scientists and field experts to study the possible outcomes and give recommendations. The group consists of thirteen experts and is known as the Hemp Cultivation Task Force. They had their first meeting this week.

What does the Task Force have to say about this?

The experts realize the fact that hemp and marijuana are two different things. Hemp and marijuana belong to the same species. However, the hemp has a very little amount of the THC psychoactive compound in comparison to hemp.

Advocates think that cultivating the hemp growth will be extremely beneficially for the farmers. Especially, the final product CBD oil is the key driving force that should motivate the farmers to cultivate the crop.

Advocates realize the vast application of hemp in industries and its impact on the economy

With the 2018 farm bill, the Congress legalized the cultivation and production of hemp. The crop has around 500 uses that include textile and insulation as well. However, the benefits could not come to the surface because of the war going against its legalization and propagation in the country.

Now, Mississippi and other states in the US are considering legalizing hemp cultivation for industrial purposes.
The task force consisting of all experts from academic and government backgrounds met this week. They shed light on the regulations that the state would have to permit the cultivation of hemp. They also highlighted the possible issues the farmers would be facing on its cultivation.

Before the cultivation of the hemp crop, the state would have to submit a plan to the USDA as well as the federal law enforcement. That way, it would bring up implementing plans that would regulate the crop, the farmers, and the processing unit. It will be a requirement of the state to arrange yearly inspection procedures of the hemp crop fields and testing of psychoactive substances.

Extra man force is an essential requirement to carry out this task, and the state will be considering these requirements to finish the task.

The humid climate is a challenge for Mississippi to cultivate hemp crop

However, some people believe that states with a dry climate, such as Kentucky, are perfect for the cultivation of hemp crop. It will be a difficult task for the farmers to keep up with the requirements of growing the crop in Mississippi where the climate is more humid. In addition to this, there are not many pesticides that are approved by the federal government to be used on hemp crops.

The task force of thirteen members will subdivide into four divisions in near time. They will develop thorough suggestions on the issues regarding hemp law enforcement. Moreover, they will also look at agronomy, regulations, and economics of the matter.

marijuana legalization

Almost half of the British adults support the legalization of marijuana, according to the YouGov survey. The results of the survey reveal that public opinion is opposed to the laws of legalization of marijuana in the U.K. 48% of people are in favor of legalizing recreational use of marijuana. While only 24 percent of people are against the legalization of marijuana.

On the other hand, more voters are in the support of medicinal cannabis. Seventy-seven percent of the people say that it should be legalized. These voters also added that they will definitely use cannabis for medical purposes if there is a confirmation that it could benefit them.

What needs to be changed?

This survey indicated that there’s a need for changing policies of the United Kingdom. Especially the policies that are in the favor of legalization of marijuana. Rob Wilson, the Chief Executive of the group who conducted the survey said that government and politicians are totally unaware of the public’s thinking. He added that they are far behind the expectations of the public.

Moreover, he said that the decade-old policies of the U.K need to be changed according to the perception of the voters. Their perception will not harm anyone. As most of the people of Britain are in favor of medical cannabis. This clearly shows that voters want to use cannabis for its medical and healthcare benefits.

The results of this survey come after the legalization of a few cannabis-based medicines in November 2018. In those legalization laws, only some of the doctors had given the power to prescribe. But the implementation of the law was not according to the expectations. Still, not a single NHS prescription had issued to date. So people only had the option of private expensive prescriptions. And many families couldn’t afford them.

What respondents had to say about cultivating cannabis?

A lot of voters were also in the favor of cultivation of cannabis. 1,690 voters said that the government should allow the cultivation of cannabis to the patients who have been recommended cannabis by their doctor. While 22 percent of the respondents thought that everyone should have the right to cultivate marijuana. Of all these voters, 31% of them admitted trying cannabis.

Who is strongly supporting the legalization of marijuana?

Adults were in a huge number to support the legalization of marijuana. People aged 18 to 49 mostly voted for the legalization of the recreational use of marijuana. People living in London were also in large amounts to support the legalization.

It shows that the mindset of the adults of the U.K is in favor of legalization. Experts say that it’s better for the Government to change its policies. So that the adults won’t buy the marijuana from dealers or other sources. Legalization of marijuana has great positive impacts on adults. It will force people to buy the drug from pharmacies by specifying their age. And hence the marijuana will be used for its medical benefits.

Moreover, people have also understood the benefits of consuming marijuana. So they want to use legal marijuana that will benefit them.
